Form process launch plugin run into authorization error

Description

While trying to recreate the example (https://winshuttle-help.s3.amazonaws.com/foundation/en/composer/composer-plugins-form-process-launch.htm), the background job is running into an authorization error: System.UnauthorizedAccessException: Access is denied. And the child task is not created properly.
