We have been struggling with Quick Launch on Sharepoint 2016 where users did not have the same items available. Visibility of items differed from owner compared to visitor, Non-Production compared to Production, type of target, targeted site pages within the same subsite.
We have managed to establish a pattern and a trick to fool Sharepoint to get what we need; based on how the link is created in the site settings and how it shows on editing after creation.
Where are these permission / availability / visibility settings controlled? I need to really understand to instruct how to deal with permission changes on the target site page.
Site settings / quick links / click heading->
White -> no limitations -> all have the quick launch link, all can navigate
Greyed out -> limitations apply
User has permission for target when created – User has permission now -> user has/sees the quick launch link in bar, user can navigate to target
User has permission for target when created – User does not have permission now -> user has/sees the quick launch link in bar, user will get a ‘not-shared with you’ error on navigate to target
User does not have permission when created – User has permission now -> user does not have a quick launch link, user can access other ways (like typing in the web address)
User does not have permission when created – User does not have permission now -> irrelevant, not tested.
We have ‘Audience targeting’ OFF by default.
We have ‘Security trimming’ ON by default.
We did not not find any intell on this in the internet. Do you have reference documentation form yourselves or Microsoft.

Solution/Immediate Workaround
After testing we verified that for the SP sites or say sites that are not Customised ; it wouldn't be possible to change the URL e.g. Home site etc.
For the customised sites it should allow you to change the URLs in the quick Launch option.
