How to have an option to show ‘description’ in web part?

Description

Old WebPart shows to have an option to show ‘description’; but these are empty. Can we push promoted values there? How?-

Solution/Immediate Workaround

In the old web part it is known bug because it involves lots of effort to change the code it wouldnt be fixed in Old web parts
In the new web parts it has not been introduced.

As a workaround user can check the description under Workflow Tab; please see screenshots attached for reference.
