Solution/Immediate Workaround

* For hiding the add new button from the webpart Set configuration key RestrictedFormLaunchersSPGroup on the workflow admin site :

"RestrictedFormLaunchersSPGroup " value set to a Sharepoint group which contains user to restrict them from launching the new form.
