Connecting Composer with a third party webservice

Description

We want to connect a webservice hosted for example on Google from our Composer.

Now there is the following question:

Which Client establishes the connection to the webservice.

1. the browser via a ajax call

2. The SharePoint Server itself from our datacenter

Solution/Immediate Workaround

This is a call from server; so need to access internet to reach out web service provider if it is not hosted internally.
