As per system requirements Window 10 is not supported.  Also designer application shouldn’t have dependency on office 2016.  
It requires supported InfoPath version installed on OS, also note that Microsoft hasn’t release InfoPath application after 2013 version.
So to get this working user can install InfoPath application on Window 10 and  Microsoft InfoPath can be installed separately; And then try to install Designer application and it may work.

And if application gets installed but unable to launch InfoPath, Designer application does have a setting “InfopathLocation” which can also be configured to give path of InfoPath application exe .  

Please not officially it Is not supported by Winshuttle with Windows 10.
