Cause

User policies are too restrictive/not existing

Solution/Immediate Workaround

Validate that the user is not in too many policies that end up canceling each other out. For example, if I'm in a policy that lets me run any script any time, but I'm also in a policy that only allows me to run Low Usage queries, the Low Usage policy wins and I cannot execute Medium or High Usage queries. 

Alternatively ensure that the user or one of the groups they're in have been added to at least 1 policy each for Production / Non-Production and Query / Transaction.
