How can we reset the counter of the Solution to 0 or 1 at end of every year?i.e. 

The number needs to reset to 1 every year only (calendar year). When we reach 2020, we will start from 1 again.

If user raise a form today, the request ID should be PC2019020600000N and n will increment until 31/12/2019 and on 1/01/2020, the request id will become 20200101000001 assuming user raise a PC for on the 1^st of January.

Solution

User can use the following format in the Form Name Template ;but the reset has to be Manual i.e. user would need to use the Global; Name Template instead of Solution.

[PC][%YYYY][/][%999999]

 This is SharePoint feature ; There is no limit at 1000; it should continue to the next number . 
It will only change to 0 if the template is set a Global Template even for that you would need to manually reset it .Otherwise if number reaches 1000 it will carry on to 1100 and so on ...

As this is share point dependent e.g. for share point version 2016 for major versions limit is set 400,000 see below article for reference. Our product uses Major version limit.
