This message is shown when the activated workflow license is incorrect. Make sure to generate the Workflow licenses considering and sharing the following details to Fulfilment team.

1. Workflow license is generated using host name of the server where Workflow product is installed. Make sure to share the correct host name and its case-sensitive.
2. If SharePoint has multiple web front ends, then you will need to activate the workflow licenses on all the web front end accordingly.
