Cause

This error indicates the solution may have been exported from Composer, instead of downloading the file from the Forms site.

Solution

Download the solution (.wsslnc file) from the Composer Solutions document library on the Forms site. If the solution is exported from Composer, it is truncated and cannot be imported again.
