What is the difference between Runner and Transaction?

Description

Two of the main licenses which users are assigned for Winshuttle are "Runner for Transaction" and "Transaction".  Users assigned to a Runner for Transaction license will only be able to activate our Runner for Transaction software, and Transaction users will only be able to activate our Transaction software.

Transaction users are able to create, modify, and run scripts.
Runner users are only able to run scripts that have been created by other users
