Solution/Immediate Workaround:

1. In Workflow Central Admin > Configure Options > add the key 'DelimitedCommentFilterRegex' with the value of '<.*?> 'by clicking on the Add Configuration button in the upper right corner.
2. Then edit the key named 'EMailApprovalType' and make that value 'delimited'.
