Follow the link Winshuttle Function Module to WFM Installer for the current Winshuttle Function Module which relates to your SAP Basis version to see the required authorizations.

Note from the Winshuttle Custom Roles document in the install file for Studio v.11x that the authorization roles are automatically generated by installing Studio v.11x. As mentioned in What authorizations are needed for Transaction the authorization roles have to be created manually in Transaction v.10x.
