Solution

Open the port on the SAP Router.
Transaction uses RFC technology to talk to SAP and the RFC calls require ports 33xx on the SAP router to be open. The original  error message designates port 3300 as not being open: ‘partner not reached (host xxx.x.xx.xx, service 3300)'

Contact  internal SAP BASIS and request that the 3300 port be opened.
