Cause

This error happens if there are processes pending for older versions and the older version got deleted.
To avoid such error , its recommended  to finish all processes associated to the older versions and archive the version and then delete.

Solution

1. Check to see if the form template library (just called "Forms") has versioning limited to a particular number from Library Settings>Versioning Settings. If it is, uncheck it.
