Why is the user not able to see all items in form specific list informs site?

Solution

As per the design of the workflow product user needs to have minimum "Design" permissions in order to view all the items in forms/workflow specific list.

Additional Information

By default users with "Read" permissions will be able to view only items initiated/Created By/Originator in this list with very limited permissions as they will not be able to delete/edit the items even though Originator.
By default users with "Contribute" permissions will be able to view only items initiated/Created By/Originator in this list and will be able to delete/edit the items.
By default users with "Design/Full" permissions will be able to view all the items in the list and will be able to delete/edit all the items.
